Please enlighten me. I thought when I posted that what I was aiming at was the pattern in the Orthodox Church. That is, that no one goes into an eparchy and sets up shop without the local bishop having control of the operation. In other words, if a monastic community moves into a place, the local bishop has given permission and has direct supervision. Is this not the case?

In the Catholic Church, some religious orders have had the history of battling with the local bishop over time and providing a real problem since they can go to Rome with their complaints and sometimes seem to win.

Just remember, the Pope serves in loco patriarchus (sp?) for all the Eparchial and Metropolitan Churches Sui Iuris, which function more akin to Autonomous Orthodox Churches than the Patriarchal and Major Archiepiscopal Churches Sui Iuris do (and those are close but not quite to the level of the Autocephalous Orthodox Churches).

I've actually never heard of Miles Jesu before, but regarding religious orders in various dioceses, I think it is a good thing that they retain a good degree of autonomy. A good example why, would be the situation you have in parishes that would be considered Traditionalist. If the parish is run by a diocesan priest, he obviously can be transfered after 5 years, which often creates alot of needless anxiety in parishoners, who have to wonder what the new guy is going to be like. You don't have this concern at parishes run by Traditionalist orders, because if the priest is transfered or called home by God, everyone knows his replacement will be cut from the same cloth. And I should mention, all such Orders in the Archdiocese where I live are on good terms with the Cardinal.
