Was Peter the Apostle the first pope of Rome or did he just consecrate the first pope of Rome?

What are Western/Eastern perspectives on this?

The Catholic perspective is that St. Peter was indeed the first Pope of Rome.

It is unchangeable Catholic doctrine that Peter is the first and, in a real sense, the only and perpetual chief shepherd in the Apostolic hierarchy. Here is how the primacy of the Roman Pontiff was accepted at the Council of Ephesus in 431 (Ecumenical III): "No one doubts, but rather it has been known to all generations, that the holy and most blessed PETER, chief and head of the Apostles, the pillar of the faith, the foundation stone of the Catholic Church, received the keys of the kingdom from our Lord Jesus Christ the Savior and Redeemer of men, and that the power of binding and loosing sins was given to him, who up to this moment and always lives in his successors, and judges." (From the speech of Philip the Roman legate in Action III)

This understanding was in truth accepted in the East, and explains why the Fathers at Chalcedon responded to the Tome of Leo, "PETER has spoken by Leo."
