The April session of the Synod of Bishops has approved (a Slavonic translation of) the Liturgy of St. Mark, and gave its blessing for the celebration of the Liturgy of St. Mark in ROCOR parishes. This is indeed the good work of Father Archpriest John Shaw. If you check the Internet - some site to do with Saint Hilarion - you'll find the English text in Father Archpriest's translation.

So from what I can tell on the web these two "Liturgies of St. Mark," if you will, are somewhat similar and have a similar source, but still the Coptic one is a different liturgy that the Byzantinized version. Right?

It is normal to distinguish between the Byzantine Liturgy of Saint Mark and the Coptic Liturgy of Saint Mark. The same applies to the Liturgy of Saint Basil, and other things which come in several versions.

Dear Friends,
What is the liturgical rule respecting the celebration of these other Liturgies of St Mark and St Peter by Eastern Catholic parishes? Is it simply a matter of approval from the local Bishop?
How many times can the Liturgy of St James, the Brother of the Lord, be celebrated in one year - I read up to three times, on his feastday, the Sunday after the Nativity and Pentecost?
What about the Liturgy of St Clement? Could that be celebrated today?

There is no particular regulation regarding the Byzantine Liturgy of Saint Mark. But I would not recommend using it in place of the Liturgy of Saint John Chrysostom or the Liturgy of Saint Basil. If one cares to do this, set aside a day which is neither a Sunday nor a great feast.
The Liturgy of Saint Peter is a hybrid, which cannot be recommended at all.
There is no particular regulation regarding the Liturgy of Saint James, but again, caution is not out of place lest one bewilder the faithful without good cause.

By custom, the liturgy of St James is used twice a year: in Jerusalem on the Sunday after the Nativity of Our Lord; on the isle of Zakinthos in Greece on St James' feast day (23 October).

True. But this is custom, not anyone's regulation. There is at least a trace of the use of the Liturgy of Saint James on Holy Saturday.
