The Treaty of Lausanne specifically provides that the Ecumenical Patriarch is free to appear in public in Turkey dressed as he is supposed to be dressed (epanokalymauchon, rasso, encolpia and bearing the staff). The no-longer-existent Greek-Catholic Bishop has the same privilege. But there is no one to enforce the Treaty of Lausanne with anything more than noise, and precious little of that.
