Protosyncellus is equivalent to the Latin Rite diocesan curial office of Vicar General. The Eastern CCEO, like the Latin CIC, requires an eparchial bishop to appoint a protosyncellus. Canon 247 (CCEO) states that he SHOULD be picked from among the clergy enrolled in the eparchy in question, but also states that the bishop MAY pick from another eparchy or ritual church sui iuris, so long as the candidate's bishop a quo consents.
