I've read in Orthodoxwiki (link [orthodoxwiki.org]) that a version of the Divine Liturgy of Saint Mark is allowed to be used once a year in some ROCOR churches.

This liturgy is allowed in some Byzantine-Rite Eastern Catholic Churches?

Theoretically it could be used with the approval of a hierarch, but you would have to find priests, deacons, and cantors who were interested in learning it and celebrating it.

It is permitted, certainly - and I would not be surprised if it is used once in a while in the Church of Saint Antony (Rome, between the Oriental Institute and the Russicum). An English translation by Father Archpriest John Shaw is circulating. But, as Father Deacon remarks, one does need clergy and chanters who know what they are doing.

Is this liturgy used in the Oriental Orthodox Churches, like the Coptic and Ethiopian?

THe Liturgy Of St. Mark is used by the Coptic Church but I believe the Byzantine and Coptic versions are not identical.

The "Liturgy of St. Mark" is more commonly known amongst the Copts as the Divine Liturgy of St. Cyril. Some Coptic study texts in English:
