Excuse me, I know this has been covered before, but I could not find the thread using the search function. I'm sure it's because I did not do something correct. Could anyone tell me the proper way to address a letter to a Bishop? Say, if one wanted to write to my Bishop asking a few questions about the RDL. Exactly how does one address the Bishop properly? Thanks.

Just to get serious for a bit (who? me?), one should bear in mind some proper titles - and then bear in mind that it is often considered good manners to elevate whomever one speaking with by one rank. Anyway:
His Grace (Bishop, sometimes Archbishop)
His Eminence (Archbishop or Metropolitan who is NOT the head of a local Church
His Beatitude (Patriarch, Archbishop, or Metropolitan who IS the head of a local Church)
His Holiness (Patriarch)
His All-Holiness (Ecumenical Patriarch)
Judge of the World (Patriarch of Alexandria)
complimentary close of letter - choice of three:
"Beseeching Your Eminence's Holy and Righteous Prayers"
"Imploring Your blessing upon my great unworthiness"
"Yet nourishing at the breasts of Holy Mother Church, I lie prostrate at the feet of Your Beatitude" (this one requires considerable gymnastic ability)
and so on.

You left out "M'Lord", which is the proper address for a bishop in the English tradition, insofar as they all sit in the House of Lords. Father Lawrence Cross tickled Kyr Kallistos to no end by constantly addressing him as "M'Lord" during a conference.

I have a slightly different question. I see in our Forum something I'm not familiar with as an RC, in, for example, "Bishop JOHN", where the first name is all in caps. Can someone explain about this?

I should think one would also want to know the correct complimentary close when addressing a hierarch. There are two:
a) for use in writing to one's own hierarch: "obediently yours in Christ",
b) for use in writing to any other hierarch: "devotedly yours in Christ."
