Does anyone know if Deacons giving blessings is ever permitted in either the east or the west?

I'm told deacons in the Latin Church are able to carry out the blessings prescribed in the rituals they conduct (blessing of wedding rings at marriages, blessing of graves/tombs at funerals, blessing of water at baptisms) but whether they can also bless other sacramentals is a disputed point - at least as far as I know. I too would be interested in knowing more on this topic.

I know of no occasion where a deacon in the Orthodox Church conducts a blessing of any kind.

Deacons in the Roman Church are permitted most of the blessings in the Book of Blessings.

Blessing of holy cards, rosaries, homes, and food are all within their faculties.

They are also permitted those blessings prescribed in the liturgical texts which they are permitted to use in the absence of a priest.

My dad is a Roman Catholic Deacon.

There is no disputed point. From the Code of Canon Law: "Canon 1169 ยง3. A deacon can impart only those blessings which are expressly permitted to him by law."

The Roman Book of Blessings quite clearly outlines which blessings a deacon may give and most sacramentals are included.

Generally a Latin deacon may bless those things required to be blessed during the services he may presides at. He may also bless articles of devotion: crucifixes, medals, rosaries, scapulars, images intended for use in the home, holy water outside of the Mass, private homes.

Blessing reserved to priests are those liturgical blessings intended to be conducted during Mass and for articles and images for use in churches.

As a side note: The proposed Ruthenian Deacons Vespers include a blessing at the end. The wording is different from both readers' vespers and priest-lead vespers.

Byzantine Catholic deacons do not give blessings, at least not in the Metropolia of Pittsburgh.
