I've actually never heard of Miles Jesu before, but regarding religious orders in various dioceses, I think it is a good thing that they retain a good degree of autonomy. A good example why, would be the situation you have in parishes that would be considered Traditionalist. If the parish is run by a diocesan priest, he obviously can be transfered after 5 years, which often creates alot of needless anxiety in parishoners, who have to wonder what the new guy is going to be like. You don't have this concern at parishes run by Traditionalist orders, because if the priest is transfered or called home by God, everyone knows his replacement will be cut from the same cloth. And I should mention, all such Orders in the Archdiocese where I live are on good terms with the Cardinal.
