How can a evil spirit come from God ?
Brenton's LXX translation...
9 And an evil spirit from God was upon Saul, and he was resting in his house, and a spear was in his hand, and David was playing on the harp with his hands. 10 And Saul sought to smite David with the spear; and David withdrew suddenly from the presence of Saul; and he drove the spear into the wall; and David retreated and escaped

Douay/Latin...
19 9 And the evil spirit from the Lord came upon Saul; and he sat in his house, and held a spear in his hand: and David played with his hand. et factus est spiritus Domini malus in Saul sedebat autem in domo sua et tenebat lanceam porro David psallebat in manu sua 19 10 And Saul endeavoured to nail David to the wall with his spear. And David slipt away out of the presence of Saul: and the spear missed him, and was fastened in the wall, and David fled, and escaped that night. nisusque est Saul configere lancea David in pariete et declinavit David a facie Saul lancea autem casso vulnere perlata est in parietem et David fugit et salvatus est nocte illa

Orthodox Study Bible translation (1 Kingdoms 19:8-10): (8) And the war continued to be waged against Saul; and David fought valiantly and prevailed over the Philistines. He struck them with an exceedingly great beating, and the fled before him.
(9) An evil spirit came from God upon Saul as he was resting in his house with a pear in his hand, and David was playing the harp. (10) And Saul sought to strike David with his spear, but David slipped away from him as he drove the spear into the wall. David fled and escaped. Interestingly, the OSB lets this passage go without any comment at all.

the KJV Old Testament text...
[9] And the evil spirit from the LORD was upon Saul, as he sat in his house with his javelin in his hand: and David played with his hand.
I have not found any comments regarding verse 9 in any of my bibles...

The Haydock edition of the Douay Bible has this comment on I Kings 19: 9: Saul. His jealousy was again enkindled by the success of David. C. "C." refers to Dom Augustin Calmet It is interesting that without going into all the detailed explanations of the apologetics site you referenced, this comment pretty well sums it up. The Haydock edition is available online: http://www.veritasbible.com/drb/compare/haydock/1_Kings_19
