I'm no expert and I may err, but this inscription looks wrong for me. I think they use little yus instead of iotated "a" or Glagolitic yat.

"Siya svyataya sobornaya apl'skaya greko-kafolicheskaya vostochnaya cerkov' staroobryadskaya zakonobrachnaya po pomorskomu soglasiyu 1984"

"This holy catholic apostholic greek-catholic eastern old rite church established according to Pomortsy obedience 1984".

Something like that.
