In those churches that have an icon on a tetrapod that is venerated when the faithful enter the church what icon is generally displayed? Are there parishes in which the same icon is always present or is that icon always changed depending the saint whose feast is that day? Are there rules for what icon should be used or can any icon that is available be venerated?

The norm that I have seen is usually the icon on the tetrapod is that of the patron of the church, i.e. St. Nicholas, Protection of the Mother of God, etc.
During festal periods, such as Entrance of Jesus into the Temple or Transfiguration, the festal icon is placed on the tetrapod for the duration of the prescribed festal period.
Normally, some sort of hand cross is also on the tetrapod for veneration.

In my parish, the icon on the tetrapod is the one of the feast or the Saint of the day. If we don't happen to have either of the above, then Father will display an icon of (I assume) his choosing, most recently it has been the Holy Napkin.

Since most parishes don't have 365+ icons, the convention in Ukrainian parishes is as UC stated, namely that the "default" icon on the tetrapod is the parish patronal icon. This is exchanged during greater festal and post-festal times with the appropriate festal icons.
In Ukrainian parishes it is also common when a special service such as a Moleben or Akathist is being celebrated that a particular icon related to the service (such as a copy of one of the wonder-working icons of the Mother of God of Zarvanytsya, Pochaiv, Univ, Hoshiv or others popular with our people) is placed on the tetrapod for that particular service.

To the extent that is possible, this is the traditional practice among the Rusyns, both from ACROD and the BCC as far as I know. I remember that we had a bookshelf with special slots for the festal icons and it was a great honor for the altar boy to be asked by the priest to get out the proper icon, clean off the lipstick marks (!) and place it on the tetrapod!
