Slava Isusu Khrestu

I watched the canonization of St. Kateri and was impressed. But I have one question. The Pope had on the usual vestments and the pallium but between the pallium and the chasuble , he had what appearrd to be a kind of short gold cape? I am not sure...so
1. What is it called?
2. When is is used?
Does it have any special significance?

I apologize for my ignorance

It is the papal fanon, and is explained in detail here [newliturgicalmovement.org].

Das war gute Slawonisch, dort, mein Genosse. Besseren als mich kannst sprachen Slawonisch.

Sorry for the German, there, good friend, but...

Anyway, there are vestment differences among even those in the Eastern Rite, depends on the culture of each Church. So you learn new things about the Eastern Rite every day.
