This is something I have always wondered about.
All levels of clergy can wear hats - or headware - like skufi (skufios)
At what times of the Divine Liturgy are hats and headware supposed to be worn and / or taken off?
What about Horos ? Matins? Vespers?
Reading the gospel (off or on)?
and the variety
are there different rules for Kamiklava vs. Skufi veiled headware versus non veiled.
Love to see rubrics or rules ...

It is noted implicitly in the letter Fr David links to, but note that the OP is not correct in saying all priests can wear headcoverings.
In the Russian use headgear (in church) for non-monastic clergy is a distinct award, and the skufia is a separate award to the kamilavka. THis applies to both deacons and priests (though in practice, deacons skip the skufia).
Only monastic clergy are uniformly entitled to headwear.
