The Melkites didn't escape scot free: they were required to wear an octogonal headress in a dark blue color. Eventually over time the octogon morphed into a circle and the blue to black.

Im just surprised - but why does the Catholic Church have a Patriarch for their Church in Egypt and not a Cardinal?

To be fair, they do. He was second to take the cardinal oath yesterday.

The real question is why do they have a patriarch and not a pope in Egypt.

It's nice to see His Beatitude Ibrahim Isaac resuming the use of wearing the mitre. His predecessor, His Beatitude Antonios Naguib, would only wear the klobuk, even when celebrating liturgy.
