I have seen several pictures of Coptic monks with a sort of black shawl which they wear over their heads-does anyone know what this is called and its history of use?

Monastics may be wearing this over the head dress with the 13 crosses:

Laymen may be wearing something similar/emulating the practice, especially older men, considered elders. Or they may have been monastic/held to monastic standards by their priest/bishop.

I thought this head covering was called an "eskimo" and is also worn by Syriacs.

Yes, the Syrians do refer to it as the eskimo. I did a quick Google search and it appears Pope Shenouda III re-introduced its use among Coptic monks (who call it koulla or qalansuwa). Not all Coptic monks wear it because they believe it to be Syrian and not Coptic.

I get the feeling that the original poster was asking about the shawls that some monks and laymen wear over the Syriac "eskeemo". I don't know if there's a name for that, it may simply be a shawl.

Its called a Shaall (pronounced like the English word "Shall" with accentuated "a").

This is very common amongst Bishops and Monks, and even priests.

Its to keep them warm.
