It depends on many factors, including how long you've been a member, and the tone and tenor of your posts.

I really do not want to be rude, but this site is at times like a high school club. I have been on here for a while, almost never post as I have a job and do not really have a lot of time for hours of semantics, but have i read the site daily and I have not been upgraded.

As Bob said, we do try to keep on top of it but the lifting of restrictions has to be done manually. New members who post frequently are generally noticed because their posts keep showing up in the approval queue. Although we try to keep an eye out for infrequent posters who have been here a while, they can get overlooked because their posts aren't staring us in the face as regularly.
