A lot of people do not realize that the Catholic Church distinguishes between the power of Orders and the power of jurisdiction, and that the power of Orders is GREATER THAN the power of jurisdiction according to the ecclesiology of the Catholic Church. The Pope may have the greatest power of jurisdiction in the Catholic Church, but in what REALLY matters (the power of Orders - the power of sanctification, which is the PRIMARY divinely instituted purpose of the Church), he is no greater than any other bishop.

You said it well that the office of the papacy is indeed an office of administration, and does not match the divine purpose of the power of Orders, which is greater - and equal among all bishops.

However, a caveat - the epistles of St. Paul indicate that administration is one of the divinely established offices of the Church. It is not a merely man-made institution as many "non-"Catholics claim. Though we must see the papacy in its proper (not exaggerated) place within the divine Constitution of the Church, we must also not lose sight of the purpose and respect that the office of head bishops have in the Church. God is a God of order, and he gave us bishops and head bishops for a reason.

This was the problem St. Francis of Assisi was trying to resolve between the Church and heretics during his time.

The heretics thought the world was too materialist to be considered 'good' and the priests and bishops who were corrupt could not 'distribute' the Sacraments because of their hypocrisy.

Thanks to St. Francis, he ended the Cathar threat of taking over Italy by his actions and only when necessary, words.

Pope Francis, is doing what Francis did in his day. Hopefully he can end the division between the East and West that has caused more problems than solved.
