I know you are quoting from the article, but I just wanted to clarify something.
The Pope does not give his "consent" to episcopal appointments, but rather "assent." The two terms are canonically distinct. The term "consent" has a theological relevance, while "assent" is, for lack of a better term, only administrative in nature.
For example, "consent" would be the term used for the confirmation of bishops by Patriarchs, or for the confirmation of conciliar decrees by the Pope of Rome.
This is important to understand because it is our own head bishops, not the Pope of Rome, who gives "consent" to episcopal appointments. It is our own head bishops, in union with their respective Synods, who actually give us our bishops, not the Pope of Rome.
