Yes, I've seen both "Blessed" and "Saint" in connection with St Augustine of Hippo in Orthodox publications.
Articles in "Orthodox Word" and elsewhere have, as you say from the polemical point of view, defended the use of "Blessed" for Augustine (of course, I would never use anything other that "Saint" for him!) on the grounds that some of his theology was found "wanting" in terms of (contemporary polemical?) Orthodox standards.
As for St Theophylact, he was only canonized by the Orthodox Church in Greece in recent times and the reference to him as "Blessed" was prior to this (of course, "Blessed" as a title of a newly glorified saint may continue to be used - the title "Blessed" in connection with St Theophilus of the Kyiv Caves Lavra is used extensively in the akathist to him published by "Orthodox Word" in Jordanville).
There was a review of an article by Fr. Maloney, prior to his conversion to Orthodoxy, where the reviewer took Maloney to task for referring to Theophylact as "Saint" when he was, at that time, "Blessed, little more than an honorific and not yet an Orthodox Saint."
I don't remember the source for that article, only that Fr. Maloney took exception to it in his response to the criticism saying words to the effect that it was an honest mistake.
