Simple question. Can somebody outline the actual difference in function between a Pastor vs. Administrator? I thought that I knew the answer, but as I look at the roster of priests in our Ruthenian archeparchy I see a lot of seemingly "permanent" priests at different parishes labeled as either a Pastor or an Administrator, and now I'm realizing I may not understand these roles properly.
Any insight?

This may be a parallel to the Latin practice. A pastor has certain rights under canon law. I'm not sure what they are, but one may be that he has some choice about being moved. An administrator has the same functions as a pastor but does not have the rights associated with being a pastor. I have this from asking a priest who is an administrator of a parish whose pastor is in a limbo from being accused of improprieties with children. The pastor was suspended pending a legal investigation because of the Dallas rules. He cannot be removed because there is no canonical offense, so the replacement cannot be named pastor of that parish because there is a canonical pastor who could eventually return.
