The NCCB is an organization for all Catholic bishops in the U.S., meant to help bishops jointly exercise their pastoral office. Eastern Catholic bishops do serve on or lead some of the various committees that address issues concerning the Church as part of the larger society, but meet separately to address issues concerning Eastern Catholics. The Roman Catholic bishops have no input regarding issues specific to the Eastern Churches and our bishops have no input on issues specific to the Roman Church (i.e., liturgical discipline, etc.). If you watch the proceedings (usually telecast on EWTN) you will see Byzantine bishops providing input, but there are only 14 Eastern Catholic bishops and all do not necessarily hold positions of leadership on the committees they belong to (hence each may not always have the opportunity to address the NCCB at large meetings).
