as i understand it, the particular canons for the metropolia were sent in draft to the usa. then they were reviewed and modified. but it would seem that the metropolia has the authority to ordain married men, with the approval of the vatican. it would also seem that in this case the approval will be pro forma. why they delay, i suppose because they dont like to act hastily, and it would seem that all 3 bishops would want to agree before any single one went ahead with this move. the ordination among the ukrainian catholic has gone on, some being ordained in europe, others as im told ordained here. they regard the 1929 act no longer in force. the Instructions to the Eastern churches made it clear that they were instructed to reform by de-latinizing and to restore their former traditions where appropriate. the code of canons, common to all E churches allows for ordination of married men and praises this as an old and venerable tradition IN THE EAST. so, as of today, ordination of Catholic married men requires approval form the vatican, although it may be that some bishops have chosen to ignore this for now and have not beend censured. even priests can marry after ordination WITH AN INDULT from the vatican, and this has happened. someone remarks that the vatican shouldnt be able to require approval of particular law, but the code is actually both codes common codes, plus all particular laws. so, it is actually one code even though made up into two common codes plus many particular codes. in fact, it would seem that the bishops of E. churches can do what they want if it doesnt conflict with the Code. the problem today would be twofold, getting all 3 ruthenian bishops toagree on wht they want to do, figuring out how to implement this? it would require married housing at the seminary, married housing at parishes, new levels of wages, etc. the word was that the metropolia planned to begin by ordaining a married man of mature years and settled life. whatever that means? soudns like a deacon with adequate education?
